Being throttled

I have posted this before and there seems to be no solution but here goes;;download speeds great surfing the net useless, worse than a 56k especially
on this site its like I'm being throttled please help

1. What OS are u using?

2. Which browser are u using?

3. Do u have Kazaa or simliar p2p clients installed?

There is nothing wrong with download speeds just surfing

[Disclaimer - I am not an XP user]

If download speeds are good - are u downloading by ftp or http? Are the results from speed tests ok?

If only retriveing web pages is slow it sounds like a problem with the 'connection' options. In IE, check tools->internet options->connections (?). Is there an old modem connection there?

Are any proxies set-up?

Have u tried a different browser to see if there is an improvement? Try www.opera.com

If both Opera and IE6 are slow to load pages then there has to be some common component their sharing.

Was XP a fresh install or an upgrade?
Any firewall/virus software installed?
