ADSL Home 1000/2000

I was just wondering about two things:
1) how fast is the upstream rate on the 1000/2000 ADSL accounts?
2) does upgrading from my ADSL self install account to a 1000/2000 account require me to pay another installation/connection fee?

Thanks

This is a limitation imposed by BT and the way the network is run.

ADSL is a re-sold product, and as such, they are also limited to what is provided.
