Have you read all the similar threads where advice is given about checking your side of the connection - just look in this and the other forums:

Try without any other phones connected

Make sure ALL phones, faxes, sky boxes, 56k modems are connected via ADSL filter/splitters.

Try different ADSL filter/splitters, especially the one being used by the ADSL modem - if youare not using a filter for the ADSL modem, use one..

Try your modem directly in the BT master socket.

Have you tried tweaking your MTU & RWIN values - this often helps. See the tweal MTU thread in this forum.

Have you checked for machine for spyware and adware, trojans?

Do you get disconnection problems? like when the phone is used?

360 to 460kbps speed is not excessively slow for a 512.
Chances are it is a tweaking issue (MTU & RWIN).
the exchange is green status, but is a busy exchange, so it could be contention.
