I've done all of the above, and now the crackling noise has gone from my phone line, but my internet speed is still only 1.9mb when in my area it should be reaching around 17mb.

What are your current TG582n stats Jamie? Also check your Current Line speed (Login required)? It may well have gone down when you had the noise but should have updated now if your stats are ok.

Stats (using the link in my sig) will tell us if that Current Line Speed is wrong.
But also if you want, you could run the BTw Performance test (DON'T REBOOT, ignore the red preamble except make sure no other programs are using the Internet) and at the end of the first run, click the Further Diagnostics button, enter just your Phone number and Run the Further Diagnostics Test.
Do a Copy and Paste of the results and post here (no need to grab an image), so we can check the IP Profile.

No, unless a filter has gone faulty - not that likely - I assume you are using a filter?
Jamie, I can't tell you anything else more practical without the TG582n Stats similar to those you posted in reply #2 - if you use the TG582n link at the RH end of the 1st line of my sig, you just have to log in and then copy/paste them into a post.
It sounds like you have very low sync at present, possibly due to a line fault causing noise.
Can you still hear noise when you do the Quiet Line Test 17070 option 2 - it could be intermittent?

Whenever I try and use my Tg582n the IPV6 Internet never connects, therefore I cannot get online with it.

The IPv6 won't connect unless you are using Tunnelling (and changed settings), I don't know which of the very few ISPs are actually providing IPv6 at this time. So what is wrong with the TG582n for normal IPv4 connections?
So if you are not using the TG582n as you were when you posted stats in reply #2 what modem/router are you using and can you post the stats from that?
When checking the Line noise with the phone, were you plugged into the test socket at some point? Out of curiosity,what 'old' phone is it you are using - make and model - usually marked underneath?
