speed issues can someone clarify for me

Hi Guys,
Do I have speed issues? Why is the LA and NM so different between down/up? Is it not a single cable (2 Cores)

Up and down use different frequency ranges which have different affects to the copper wire used for phone lines. So you will get different line attenuations and SNR figures. It is perfectly normal.
As for your speed tests, these are being affected by the IP Profile figure which governs the speed at which data will be allowed to transfer at over the BT network. Given you higher DS sync rate it looks like you may have re-synced at a lower speed recently and the exchange has decide to limit your data throughput. Your normal IP profile should be 3000 with your current sync rate.
You will have to wait 3 -> 5 days to see if the IP Profile figure increases but it does depend on you remaining at the current or higher sync rate. If it re-syncs lower again the 3 -> 5 day timer starts again.
