As I recall when you first join an ISP....
You line is subject to a 10 day training period.  Part of this is to establish the LOWEST sync that the line would normally connect at during the period.
Your fault level is then set at a certain percentage below this lowest sync level.
Any sync subsequently obtained down to this preset fault level would not normally be considered as a "fault".

Think i will carry on as i have been for the time being, if i leave the router on, and let it and bRAS do its thing im likely to end up with a connection much slower then i have now, but still just within the “acceptable?”  speed for my line.
