p2p speed fluctuation

Hi guys, I'm trying to transfer files between computers and the speed is changing dramatically. As soon as I start the program the speed goes up to 1.8MB/s then drops after 30 seconds to ~300kb/s.
I've just double checked and all the ports I need are open and the strange thing is once I manually change ports within the program the speed shoots back up then drops again after about 30 seconds.
This wasn't a problem when I was with TalkTalk, does anyone else have this problem? Does Plusnet throttle?

Is this between 2 computers on the same local connection, or over the internet?

Upload speed or download speed?

Transferring over the internet, downloads start at normal speed then drop after 30 seconds and only go back up when I change ports manually.

P2P issues aren't simple to investigate really due to the nature of seeding, upload speeds that are part of this too. Are there a lot of seeds and what happens if you try using a well seeded file?  What speeds are you seeing?

it could also be an issue at the remote end.
