Hiya,
That's basically because you have interleaving applied to your line, resulting in you losing approximately ~100Kbps of throughput.
That speedtest does look really good, which might suggest to be that there a configuration issue on your MTU/rWin settings. Whilst it may not solve the proble, would you possibly mind trying to follow this guide as I'd be hopeful that it would help your situation.

Firstly my MTU is set to 1500 by default. Should I drop that down to 1430? Or doesn't it matter?
I tried tweaking the RWIN using your video guide but I managed to drop the speed down to 60KB/s.
I'm running Ubuntu here so I guess the numbers you need to calculate are somewhat different. I found a guide on ubuntuforums.org and used the following settings:
#increase TCP maximum buffer size
net.core.rmem_max = 16777216
net.core.wmem_max = 16777216
# increase linux autotuning TCP buffer limits
net.ipv4.tcp_rmem = 4096 87380 16777216
net.ipv4.tcp_wmem = 4096 65536 16777216
# don't cache ssthresh from previous connection
net.ipv4.tcp_no_metrics_save = 1
# recommended to increase this for 1000 BT or higher
net.core.netdev_max_backlog = 2500
net.ipv4.tcp_timestamps = 0
net.ipv4.tcp_sack =1
net.ipv4.tcp_window_scaling = 1
I've never had much success tweaking RWIN/MTU in the past so I always dread it when someone suggests changing these numbers. But my speeds are now back up to a number far closer to the BT Speedtest. I'll see if this holds up.

Nope speeds are back down again to where they were. Here are some speedtest results from mybroadbandspeed:
Speedtest 1 with plus.net recommended rwin:

My Zen connection is still running to maximum speed from the same exchange. (I connect to it wirelessly using the same computer and config as I'm using for plus.net)

Why is the IP profile set to 7000 kbps? I should be able to achieve the maximum on my line. It's right next to the exchange and the line stats were described as exceptional when I signed up.
According to the tables your sync speed needs to be 8128.

Could you please explain, 6384 + 100 not= 7000! When you say throughput, is that just the achieved download speed or does it affect the profile as well? Thanks.

1) Interleaving will give you a sync speed in the region of 8096Kbps.
2) 7150-7000 = 150.
Those are the two highest IP Profiles. They are maximum theoretical attainable throughput, whereas with overheads these will realistically be lower.
