internal bandwidth measurements

Anyone know of a way to measure internal bandwdtth usage by different IPs (or MACs) via the CLI?

Network monitoring software such as Networx or Wireshark should help there.

CLI generally means the telephone number of the line your ADSL is on so I'm not sure how that could be relevant to testing the connection between different computers.

CLI stands for Command Line Interface or Interpreter. Perhaps you were thinking of CLID?

Both CLI and CLID are valid acronym's for Calling Line Identification.
