It's all to do with the design and the board layout of the equipment which is connected to the phone line. Nothing of which you have control over. The only thing you can do if there is an electrical storm is to unplug your modem/router from the telephone line. As I already mentioned I have first-hand experience of a nearby electrical storm taking out my surge protector, modem ADSL filters, VoIP ATA and ethernet card. Unfortunately silicon is a faster fuse than fuses.
