european commision on network devices

as per thinkbroadband the EU commision has decided as from 1st jan 2015 all network devices must go into standby when not being used as their main function ,ie modem/routers ,printers tvs  ,is the Plusner router able to do this ,if not what happens next ,See link  http://ec.europa.eu/energy/efficiency/products2015_en.htm ref the ruling

The way I read that, it's for new products only, not existing ones.
