hi  its still low of what bt speedtester said but with titan  the speed varied from 15mb and 16mb  , but i dont understand why  this is lower on this website even the speed test what plusnet use

There is one other possibility
Can you post the stats from your router - speeds, noise margin and attenuation

That shows only a wireless connection. Can you confirm that you get full speeds wired and that it's just wireless you have issues with.
Have you tried different wireless channels.

no i dont get full speeds using wired bout  same as wireless really dont see any diffrence to be honest

You need to get your upstream uncapped. Plusnet are doing a roll-out of uncapping upload speeds, but clearly haven't reached you yet.
You can raise a ticket, or wait until Monday when the DCT should be back on duty and can action it for you. Or you can call the help desk and ask them.

im using a netgear dgn2200 router as the one i was using for titan was dgn1000 which had a hardware problem and had to send back to netgear .

i didnt know they were uncapping the upload cheers for that

phoned support getting my mac code within 24 hours  tried to change my package but refused and getting 6mb at the minute but roll on

Are you still with Plusnet or are you saying that changing ISP didn't magically improve your connection?
