Yes, if it's in the Test Socket.
The "line" will not improve, but you CAN improve your own wiring.
IF the problems (as is likely) are down to your internal wiring THEN the noise margin will drop and the speed improve.
The IP Profile will follow, lagging a few days, so don't get impatient.
That's the good news.
The bad news is that this (noise margin adjustment) takes weeks (or months).
I note that your speed is already approaching the earlier 13mbps estimate.  Wink
And this is almost all down to your own wiring and was there before ADSL2+.
(try's to avoid, along with others, entering "I told you so" mode)
PS: Ask PlusNet to remove your Upstream cap and you'll get 1300kbps not 448kbps.

I have been improving my wiring, i was originally using an extension lead that had the bell wire cut but further inspection of My master socket and I have another extension wired in which you can trace once you take the Master socket  face plate off.
I brought a cheap BT Iplate from Amazon marketplace and now my router syncs at:
9688 kbps / 448 kbps whilst plugged in via a new microfilter to the Iplate.
I may get the extension socket removed but for now I'm happy that I have doubled my speed but just need be patient in waiting for the Line profile to increase and the Noise Margin to be adjusted as HPsauce mentioned.  I have also asked Plusnet to remove the upstream cap.
