Would i get charged for this ?

Ok so in-between my master socket and the joint that enters the property the phone wires hanging off the wall
i was wondering if i should report this or just try and put it back in place onto the wall? or is that illegal to tamper with anything before the master socket?

I believe it's illegal to tamper with anything before the master socket, all that belongs to BT so if anything goes wrong then you'll have damaged property which doesn't belong to you, probably.  I'd phone up BT and get one of their engineers out to fix it, or at least get their opinion on the matter.

I would say refixing it to the wall isn't counted as tampering - obviously if you put a nail through the wire all bets are off
