Would a switch improve speed

I have been getting download speeds of 100Kbs with an Upload of 385Kbs initially reported 1yr ago, fixed for a short period and then back down.
This has been carrying on for sometime, so I agreed to have BT check my line risking a potential fee of £60.
The BT engineer was at my home for a total of 10mins to check an intermittent fault and went away saying this wouldnt happen if I was with BT.
The fault went away and although the dowwnload speed had reduced to 3Mbs I was happy to have a reasonable connection.
The fault is back with a vengance, I have requested a copy of the BT report, no response?
Plusnet have always suggested it is a BT line fault and switching to BT would not resolve the problem, BT will not talk to me as they will only deal with PLUSNET.
Does anyone know how I can resolve what seems to be a dispute or agreement between BT & PLUSNET, I do not mind payng for my Internet but I do mind paying and seemingly getting Dial up.
Is there an arbitrator or regulator I can involve???  Angry Sad

CISAS and Ofcom are the two you're looking for, there's more detail in the Code of Practice on our website.
However, if your problem was resolved following an engineer visit then I'd imagine it was a line fault to be honest. I fail to see how you'd avoid the problem by using BT as you'd still be using the same copper cabling/exchange equipment etc. and BT would still need to dispatch an engineer in the event of problems.
Your IP profile is currently the lowest it can go and your sync speeds are not good at all. I can see this from checking BT Wholesale's systems. Looks like the problem reoccurred during the first week of this month. The first column is the maximum possible throughput of your line in kbps:

I'd suggest you follow the troubleshooting suggestions here to begin with. Once you've done this, raise a fault using the automated tool here (make sure you follow it all the way to the end) because if it is a line fault then we need to get it escalated to BT Wholesale sooner rather than later.

Just to confirm what Bob said, the engineer was wrong. An intermittent fault with your line would not be resolved by changing your ISP. Also, BT Broadband have the same relationship with BT Wholesale as any other ISP, so they don't have any shortcuts to getting things fixed.
