What speed estimate did you get when you signed up? Plusnet don't set you up with adsl2 or 2+ unless your speed estimate is high enough. I'm on g.dmt as my speed estimate was only 2 meg, although I've tweaked things so I get nearly 5. Really depends on your distance from the exchange. You could always try chat and ask them to change it.
