Why is this happening?

This morning i went on my PS3 to download a Tv show it takes around 15 minutes to download most of the time, it Took me 60 minutes!! so i thought something must be up i then i did a speed Test on my PS3 i got 1.5 mbps i've never gotten that low ( my estimated line speeds 3.4) i generally get 3.0 or above most times. I then restarted my router then it went to 1.2!! i left it for a few hours i then restarted again and i Got 3.7 ( highest it's ever been) i just downloaded a 410 MB tv show file which took me 10 minutes.. i'm just wondering is it normal for speeds to drop temporarily?

There weren't the same issues in the morning Jim, so I'm not sure why the download took significantly longer then. I'd have expected it to be longer in the evening with some of the issues we've seen posted about last nighjt.
