Why can't I go on google >_< Also what is a LLU PSTN cease?

Ok, so I am currently migrating away from PN. I'm not sure when my new ISP will be activated (haven't been given a date yet).
^ I assume that is related...

Anyway, today I got this message from PN:
"A LLU PSTN cease has been placed on this account.
This is due to complete on 15/12/2011."
I have no idea what that means, but since then I have not been able to access google, gmail and youtube.

It is only google website I can't access for some reason o_O....
Even Recaptcha codes won't show up~

A PSTN cease is an order to disconnect a broadband service as a result of a phone line being cancelled, it can also happen when transferring a phone service to certain providers, so it's going to be as a result of your cancellation request.
