Is the 24TB limit a T&C limit or a bottle neck limit (by that I mean if you could run a full speed for a month you would only be able to download 24TB)?

There is no t&c limit, but 24TB is probably the theoretical maximum you can achieve if you have the full 80mbit line

Would live to see the home set-up that could handle that kind of download lol.
Edit: Actually scrub that you wouldn't need to store it. I keep forgetting streaming HD is now actually viable
