What is a 'reasonable' variation from your estimated speed ?

Estimate of 32 Mbps (during sign up accurate to +/- 1 Mbps). Immediately after installation got 37 Mbps then gradually dropped and now down to 25 Mpbs after two OR Engineer visits for 'different' faults.
What do people think is acceptable - is a 22% variation ok or is it not about the absolute number ?
Plusnet's response is that they think this is ok on the basis of:
a) it was only ever an estimate (despite what their signup page said of +/- 1 Mbps) and
b) what do you want to do with 32 Mbps that you can't with 25 Mbps

Estimated speed 15mb, Line speed 2.5mb actaul speed around 2.4mb

there are many factors that effect your line speed. I'm a lucky one where my estimate was 59mbps but I'm actually around 71mbps.

If you ask support nicely I'm sure they will change your profile and reduce your speed to that quoted, if they don't, protest and expose them for their generosity

Just had an update to say its 25 Mpbs is not classed as a fault and therefore Plusnet can't do anything more !!

Hi Mike,
I can see they have checked your line and have tried to see if anything is amiss, unfortunately sometimes speeds can be below the estimate and I've even seen it above the estimate.
Have you tried a soft disconnect? Login to your router and click disconnect, then power down your router and modem. Leave them both off for a few minutes, power your modem back on and wait for the DSL light to become stable. Then login to your router and click connect.
See if you sync at a higher rate.
