Website bandwidth - preventing download managers exceeding daily limit

Two visitors to my website yesterday each registered just one click on my PHP counters. Webstats show that between them they used 33MB and my 'Code 206 - Partial Content' count went up by nearly 700.
This was caused by them using download managers set to many simultaneous connections to download some trial software (less than 1MB) from my website.
I know of no way that I can control the number of simaltaneous connections to my website, and yet I may have it removed if I exceed the daily website bandwidth limit.
I already limit the number of clicks by one IP address on the download link and the total daily clicks.
Does anyone know how to control the number of simaltaneous connections?
I understand that it is possible for PN to do it on their servers, but it would be extra work for them.
