No, the gateway effected was just PTN-AG01, we didn't see anything else being caused issues.

Not really no, everything is OK although you shouldn't be seeing that amount of fluctuation on you upload.
I'd keep an eye on it and try a PPPoE connection as I previously mentioned so we can try and identify the cause.

Well I find it rather strange that two of us on two totally different types of connection at the time saw exactly the same symptoms!
