Upload Speed atm

I am currently trying to sync some files using dropbox. my upload speed is running anywhere between 8 and 30 kb/s.
I'm supposed to get 480, I know it's never perfect, but the speed I have this morning is crippling.
I don't normally get this bad speed during the morning, does anyone know of any problems?

What is reporting the upload speed - a monitor like NetWorX or the actual upload software? If it is the latter they usually report kB/s or KB/s not kbps which is how the 488 is measured.
