Upgrade to fibre postponed - indefinitely?

Would a staff member please take a look at ticket #91384013.
My upgrade to fibre was originally booked for the afternoon of 10th September.
At about 2pm on that day I was called by the individual who was tasked with performing the upgrade. He told me that he could not proceed because there were "no open ports in the cabinet".
I called PlusNet and conveyed this information and the ticket was opened.
The last post to that ticket was two weeks ago and it promised an update "soon".
I would like to know what the current status is.
