I notice that PN's 21CN packages offer 'up to 20mb'. Yet my exchange offers speeds 'up to 24mb', as do other ISPs. Why is PN limited to 'up to' 20mb?

It's basically the same, however the realistic expectation is that a very very small amount of people will ever get over 20Mb throughput due to the way the DLM works.

Because they are being more honest.
ADSL Max is advertised by everybody as "up to 8Mb" - but the maximum IP Profile is 7150 so it is totally impossible to get faster than that.
On ADSL 2+, if you had a cable out of your window straight in to the exchange immediately next door you could get the full 24Mb sync, but anything less than that and it is unlikely. I can't recall a single post from anyone claiming a full speed sync on ADSL 2+!
