Also I have tried pinging the Tune-Up site but the requests time out.

Installing a load of extra junk in an attempt to "tune up" your computer is a terrible idea.

I have even disabled the the firewall, but it made no difference.
I reckon it's a registry issue due to something I ran & blocked all access..

Slight update on this, just used a free proxy programme & it connected straight away. So does look like an IP issue.

Probably some malware blocking access to the site because the "Tune Up" stuff comes from AVG. Can you access www.avg.com ?

Yes.
So it's not the device IP that is "sent". Is this correct?

My hosts file got messed up like this.
# localhost name resolution is handled within DNS itself.
# 127.0.0.1 localhost
