I don't think this is a case of anything "surging and then settling down". It much more to do with "whatever it is" changing state or even mode.
A change of state could be caused by components in the equipment concerned being faulty, and something being unstable as a result, periodically going from one state to another (for example something overheating and then partially shutting down for a while).
A change of mode could be something like a transmitter being on with a carrier signal, with modulation in one mode and no modulation in another, or if an AM transmitter over-modulation can cause nasty harmonic & sideband effects.
If it's a transmitter that's gone faulty, then it could be Taxi or Police I suppose, but rather odd that it doesn't happen 24/7 except perhaps the Taxi office isn't open all the time?
If it's pirate radio, the transmitters are generally home brew and poorly constructed with no consideration of possible interference issues.
On the other hand it could just be some faulty domestic or.commercial equipment, sky box power supplies aren't uncommon as an example.

@Matt Taylor do you know something I don't ? Last thing I was told was Chris would be chasing the Rein team up on Wednesday but I've heard nothing about a specific date for the engineer to turn up.

[Update] 10/07/2013
17:00hrs REIN engineer and BTOR engineer turned up and confirmed just by walking around my area there was 3-4 sources of noise. One source was the neon light for one of the take aways. The main source was coming from a residential premises. When they disconnected the drop cable my graphs dropped to zero. but they are still trying to identify the source.
18:45hrs The engineers left saying they would be back tomorrow, during the day for comparison readings and the evening to hopefully fix things Smiley
[EDIT]  I really hope this gets sorted tomorrow, just seen the interference stop at about 23:07 hrs only for it to restart with a vengeance a few minutes later, graphs below Sad
I think 500,000 FEC/min and 3500 CRC/min is a bit much........ no idea why I'm still online atm  Shocked

Saturday, 11:15hrs ........ Well as expected no BTOR engineer turned up yesterday, had a few dsl disconnects and interference still over 500,000 FEC/min and 3500 CRC/min. Download speed has halved to what it should be and SNRM on the rise again Sad

I've managed to get in touch with the engineer directly who has apologised for not being able to return on 11th, I did have a bit of a dig for not calling you to let you know and he was really apologetic about that - nipped that in the bud Smiley

Ok, thanks for that Chris, interference is not showing as bad atm, but then again my sync has dropped and SNRM is up at 15 db, but the bit loading graph clearly shows REIN.

[UPDATE]  Things calmed down a bit over the weekend, but interference is still there Sad  SNRM has come down and my sync speed has gone up. Need someone from PN to nudge my current line speed, thank you. Hopefully the REIN engineer will turn up this week and fix the problem.
