Ticket #107511463 Unusably low download speeds despite decent synch speeds

Hello,
Opened a ticket a couple of days back regarding this issue but haven't heard anything since. The problem is the data rate when downloading seems to cap out around ~390kbps despite synching at 4000kbps and upwards. This first started occurring a year or so back when I'd often leave the property for multiple months with the router disconnected. Now that I've come back to use the connection, the speeds are completely rubbish. I've tried two different routers which both do the exact same thing and also tried multiple micro filters to no avail.
Sometimes if the router is left unplugged for a couple of days and plugged back in, the service will work perfectly for a day or two before the download rate will drop. Resetting the router doesn't appear to cure the problem
A few stats from the router just in case it helps:
Connection Speed 4263 kbps        691kbps
Line Attenuation 59.0dB        35.0dB
Noise Margin 4.6dB    5.9dB
