Throttled or not

I am being throttled ? My broadband speed has been around 50kbps to 125kbps between the hours 18.00 24.00
just over a week now, normal 4000kbps to 7000kbps  ( exchange 600 Meters )
I am nowhere near my usage limit, i always manage my use carefully, can you please check this out please

Hi Iain,
You are.
Broadband Plus carries a monthly peak usage allowance of 4GB.  Once you have passed this amount, speeds are restricted to 128Kbps during peak times (4pm-12am).
Your usage is due to be reset on the 7th, which will see the restrictions lifted.

Out of interest, what does it say here
Also, if you run a BT speedtest at http://speedtester.bt.com what is the output (you may have to persevere, as the BT speedtester can be a little.... er... rubbish)
My immediate guess is that you've had a low resync event which has pushed your IP profile down.  Have you fiddled with any of the connections to your router recently?  Recently bought a new telephone, or had Sky installed?
