if the mac mini is on then surely a WOL command wouldn't be sent?
i can screen share fine providing the mac mini is on, so i know that part is at least working.

It depends on whether your Macbook Pro first checks to see if the target is awake or not, or whether it sends the WOL magic packet regardless.
If it's the former then you'll need to force the Macbook Pro to send a WOL packet by another means - there will likely be a tool/method to achieve this. Sorry I can't be more specific but I have no experience of Mac's whatsoever.

i don't think the macbook checks to see or not, as far as the macbook is concerned the mac mini is on the network and is visible (and responds to a ping whilst asleep).
all screen sharing does it attempt to access "MacMini.local.:5900" via the screen sharing tool.

This might not help, but I've just verified that my TG582n will pass the WOL magic packet from the WAN to the LAN side (having set a port forward for UDP port 9 on it) and so I can't think of any reason why it wouldn't pass them from LAN-to-LAN (with no port forwarding required given there's no NAT or firewall involved).

if i try to access a shared folder on the mac mini then it wakes up (90% of the time), but with screen sharing it's 0% of the time.
(what i have to do at the moment is access a shared folder to make it wake up then open screen sharing).

How does accessing the shared folder wake it up? Surely that can only use WOL?

i would assume it does, but not via port 5900 that screen sharing is attempting to use.
it's AFP shares, so would be via bonjour.

WOL is a low-level standard process and uses port 7 or 9.
If there's some other magic going on with how Mac's wake each other up then that's likely where the problem lies - it will unlikely be a router/switch issue. Of course, your observations do suggest otherwise given the Sky router success but I am at a loss as to how the Plusnet router could cause an issue.
It seems that you can wake the Mac Mini up with folder access, but just not screen sharing, thus I'd say it is an issue with the screen sharing app.

all i know is that when using the sky router it works 100% of the time.
the only change has been the technicolor router.
macbook pro is wifi and mac mini is ethernet.

Ah, now that is potentially an issue. The wireless and wired LANs, whilst supporting the same Layer 3 domain, are usually two separate Layer 2 domains on these routers and how they are bridged together can vary.
Have you tried connecting the Macbook Pro via the wired LAN and seeing if it all then works?

not yet, but if that was a problem wouldn't i see the same when connecting to shared folders ?

Not necessarily. It's already clear from your current issues that shared folder and screen sharing are differing slightly in their approach and ability to wake the target up. Whatever the difference is (which a packet capture running on another machine would almost certainly reveal), it might only be small but significant enough to cause differing behaviour through your old router and the new one.

Wireshark is what I'd recommend on Windows/Linux so I'd suggest that as a starting point.
