Dan,
Going through this path again is a pain, however doing so through the forums with Chris riding shotgun is going to provide a level of continuity which you will not necesserially get through the standard fault process.  Intermitant faults are the worse to locate and fix.
You might find installing and running router stats might provide a pointer to what to look for.
The line crackle needs fixing if you are to stand any chance of improving your Internet service.

Update,
Openreach have been, the engineer remembered being here on three previous occasions, he was not happy to speak the PN so I did not press him.
He performed line tests. He notice AC balance test was giving a low reading of 53, he told me 55 would be acceptable.
In an attempt to fix the issue has cut me over to a new E pair, this resulted in an improvement to AC balance and the reading was now 69. Time will tell if this is fixed.

The BT profile is right on the nail for your current synch speed.
Your SNRM is elevated above where it should be.  The error count is running away a bit.  Please keep an eye on it.  You might find it useful to run RouterStats to monitor SNRM in realtime.

Question 85882837 has been created for the boradband issues I have been getting.
Over the weekend I cleared up the mess of cabling for my router and computer.
Now I have a new E pair is it possible to reveiw any banding applied to my connection? I've not had any crackling since using the new pair.

I've just updated the Speed Profile for your line.
your line is now error free and your sync rate has almost doubled. Your SNR Target is currently sat at 9db, I think if you're wanting to get better speeds, would be to give the line a week or so in it's current state and if it remains stable, we can nudge the SNR Target down from 9db to 6db.
Our Support Team will provide a further set of Line Test results on Ticket# 85882837 in due course.
