Stuck bRAS/IP Profile

OK I'm going to be fairly certain I have a stuck bRAS - RAMBO should have updated my IP Profile by now but it's still stuck at 2000k. Being stuck at 2000k consistently suggests a stuck bRAS. Can someone please look into this for me?
my sync speed:
DownStream Connection Speed  8128 kbps
UpStream Connection Speed 448 kbps
