When have SNR settings of 8 and 10 been available. I thought it went in increments of 3db

SNRM targets are in increments of 3dB, but actual SNRM can vary from any given target by quite a lot depending on the noise levels affecting your line - variations can be both up and down.
If you want to find out what your target SNRM is you need to check it immediately following a resync.

@JayG has it spot on. The targets are in 3db steps, but the actual SNR will fluctuate around the target.
