Speed restrictions on broadband premier even though nowhere near limit?

I'm still on the Premier product (I like my free usage from 12am to 4pm!) with a 20GB monthly peak-time limit.
Can anyone point me at a description of exactly how PN limit my speeds when I hit the 13GB usage point, and get the mail saying 'Light restrictions will now apply to your connection speeds'?  Yes, after only 65% of my 20GB limit, the speeds have dropped like a stone, for everything, and I can't find anything that describes whether what I am seeing is normal for the Premier product.  The BT speedtester is now telling me I'm getting 59kbps.  That's like a modem, man!
Your DSL connection rate: 3328 kbps(DOWN-STREAM),  448 kbps(UP-STREAM)
    IP profile for your line is - 2500 kbps
    Actual IP throughput achieved during the test was - 59 kbps
Why say the limit is 20GB peak usage, when I only need to use 13GB before the connection becomes almost useless?  It's not on really.

That is just how the legacy product is and always has been managed.

Err no, the OP shouldn't be seeing 59Kbps on a BT speedtest! Something's definitely wrong there.

It should be Level 1  13 - 17GB  Up to 2Mbps

Thanks for the replies.  Those links are very useful - any idea how they could be made more obvious?  I'd suggest that the 'official' one - http://www.plus.net/support/broadband/products/archive/bb_premier1.shtml - be linked to from the VMBU page.
It seems fine again today (during my free usage period obviously):
Test1 comprises of Best Effort Test:  -provides background information.
    Your DSL connection rate: 3328 kbps(DOWN-STREAM),  448 kbps(UP-STREAM)
    IP profile for your line is - 2500 kbps
    Actual IP throughput achieved during the test was - 2258 kbps
and I saw 275KB/s when downloading from the thinkbroadband download speed test page.
Family have stopped complaining about web browsing speeds.  🙂  I'll try this again tonight.
