Slow speeds afternoon and evening

I've just posted this in the Usenet customer feedback group.
I synch at 8096 and my stable rate is 7000 Kbps.  On the Plusnet speed test
site I usually get well over 5000 Kbps.  Of late, speeds in the evening
have been dreadful and this is the result of my latest speed test.
Today 21:24 490 kbps (61.3kB/s) 291 kbps (36.4kB/s) .
Both up and down are being affected, but my download speed is only 10% of
its usual figure.  I'm on the ptn-ag1 gateway.

it has been poor tonight: laggy, bursty.
BBMAX Speedtests are coming in at about 1MB/s, and I'd certainly usually see 4MB/s-5MB/s even mid evening here. I also notice the speedtests are "pulsing" IYKWIM
this is legacy BBPlus, and been on ptn-ag2 for about 200 hours now.

               263 kbps upload.
Boy, am I wondering why I'm spending/wasting my time doing speed tests?

              241kbps upload
I remember when I used to get about 6mb/s surfing, regardless of the hour.  My reckoning is that plusnet have too many customers to provide a good 24 hour service for.  Mind you, saying that, this has mainly been relatively recently - like the last month or 2. 
I don't know what's happening behind the scenes, but if people can still sign up, I hope that there is plenty invested in what people are signing up for.  Plusnet advertise that the "free" BB providers are not providing good service, but... hmmm.. would I rather pay for poor service or get it free..? 
every time I'm obstructed by poor connection, I start thinking about the Sky TV and BB package.  There are quite a few things that put me off, but I know a few people with it who have had no problems at all.

Those speeds really don't look good. The changes we made to try to resolve the issues will clear themselves at 11 so it should go back to normal. I'll pass your feedback on to the traffic management gurus and see what they come up with next.

Now that's what I'm talking 'bout! The ole reconnecteroo does the trick. But why the nonsense? Plusnet been rock solid for months and now these shenanigans.

Today 00:26  6047 kbps (756kB/s)  381 kbps (47.6kB/s)
Yesterday 22:23 932 kbps (117kB/s) 266 kbps (33.3kB/s)
Yesterday 22:19 703 kbps (87.9kB/s) 264 kbps (33kB/s)
there you go - what a difference it makes to use the internet when I should be in bed - goodnight!

Not impressed with my D/L figuires this eve - possibly due to PN pumping out Tv and hogging the B/Width for all ?

You haven't gone over your usage limit for the month and been throttled are you?

I'm new to plusnet (been with them a week) and over the weekend everything was great, but last night at about 7:30pm I gave up trying to browse, IE wouldn't load any pages not even google! It was too slow to use.
Yet when I went online at 6:30am this morning it was all back to normal. Can someone point me in the direction of a speed tester?

no, I should have said earlier tho, so thatnks for prompting me to clarify.  I'm well under my limit.

My limit is 15GB, and after that I pay £1 a gig.  I'm nearer the end on my month too.  Like I suggeted earlier, it's the service I'd expect from one of the "BB free" deals from various ISPs.  I just hope this is  a temporary thing, and by temporary, I don't mean for the next few years temporary.
If it's going to be like this for the next few months, then let us know PlusNet!
