Slow server, or bad throttling?

How can I tell if a slow download is due to the server, or due to incorrect throttling?
I'm in the process of installing the CEWE photobook software.

It downloads a number of zip files during the install, which are coming in at around 10 to 20kB/s. Ludicrously slow.

there are a lot of imponderables, down loads are severely throttled at this time of day in some packages, other downloads have been given a bypass

wireshark will tell you what prioity traffic is getting on the PN network.
