Normally with congestion, the upload is not really affected.

No it's been fine, speeds dropped a bit after the outage but not as much as this evenings

Do you have another PC/desktop machine you can test?
Are you using the TG582N? Wired/wireless?
The TBB result is showing something strange - but looks more like your end I would think.

I've had  a message from plusnet saying there doing some tests.
Speeds seem to be going back to normal already
