Slow broadband since changing from Unlimited to Extra

Since I changed packages, I've not been happy with the speed I seem to be getting. I've just ran a couple of speedtests and here are the results:-
BT:-
Download speedachieved during the test was - 5940 Kbps
For your connection, the acceptable range of speeds is 600-7150 Kbps.
Additional Information:
Your DSL Connection Rate :7968 Kbps(DOWN-STREAM), 448 Kbps(UP-STREAM)
IP Profile for your line is - 7000 Kbps
Router stats:-
SNR Margin 8 Loop Attn 33
1.46km from exchange
The tests also vary considerably during the day, going really slow and not even at peak times. Should I be expecting better speeds?

Hi there,
That seems odd, the management on Extra is a fair bit less than it is on Unlimited though I note that your usage has more than doubled this month (not that it's anywhere near the limit still). Was the speed test the only thing that was being used online when you ran it, or is there a chance other services were running in the background? I can't see anything on your account that might hint at a loss of speed.

If your usage has gone up by so much, you haven't installed a P2P client that is downloading stuff, pushing your usage up and clogging up your line when you ran the speedtester?

I was away for 3 months when then transfer happened, so that's why I expect my usage has shot up! I've only downloaded 18G out of my 60G for the month.
The Mrs has just told me that she was streaming the local radio station ran I ran the last tests , so I've just ran them again - nothing's downloading according to the Draytek router.

Would expect to see about 6400~6750 (with the wind behind it down hill on a sunny day )
That could just be down to congestion at the exchange though.
Sounds like congestion.
What does "VP Status" say for your exchange
