Slow broadband and higher pings recently

Hi i have been with you guys for a year 
and have largely had no issues...no throttling, decent enough speed for what i paid. I am about 1 month over my 12 month contract and now start to experience issues (this week)
Basically far slower downloads and uploads and higher pings.

Today i tried setting up a broadband monitor via

However it is showing 100% packet loss and this perhaps is due to having a dynamic ip address? Or do plusnet assign static ip addresses?
Tests done in peak time ie 8am - midnight.
I did a speedtest this morning at 830am and my line was back to normalish...ie ping around 44 download 10mb and uploads 0.50mb
So this suggests to me line congestion..yes?
But anyway luckily for me these issues have happened at a time when i am looking at other broadband offers...thats the silver lining...as i dont think im getting value for money at the moment.

Ahh does it? Ohh well...in other news...it seems to be fixed for now. Will check again later this evening. (glasgow area btw)
