Slow FTTC speeds and high latency

I've been having frequent problems with slow FTTC speeds and high latency, going back over a few months now. I've had a BT engineer out and the line checked OK, rated at 80Mbps down and 20Mbps up (in fact, he said in theory it could cope with 100Mbps down). When the engineer came he carried out a speed test at the router and was getting 0.5Mbps down. After all the tests he re-started everything and was getting 78Mbps down. He suggested the router was running very hot and I was supplied with a replacement, which seemed to solve the problem for a couple of weeks.
The problem is now back. I carried out some tests yesterday on three different PCs, as follows (all using the BT Wholesale Performance Test site):
PC1 Test 1 : Down 4.76, Up 4.09, Latency 20.50
PC1 Test 2: Down 2.71, Up 6.90, Latency 24.50
PC2 Test 1 : Down 0.37, Up 4.22, Latency 18.13
PC2 Test 2 : Down 4.32, Up 7.58, Latency 31.88
PC3 Test 1 : Down 4.86, Up 3.78, Latency 32.00
PC3 Test 2 : Down 3.88, Up 5.64, Latency 32.13
I then re-set the modem and connected directly via the modem. Results as follows:
PC1 Test 1 : Down 39.86,. Up 9.68, Latency 24.63
PC1 Test 2 : Down 41.67, Up 9.66, Latency 31.38
PC 2 Test 1 : Down 43.56, Up 13.05, Latency 60.63
PC 2 Test 2 : Down 36.94, Up 9.71, Latency 25.88
PC 3 Test 1 : Down 38.22, Up 13.22, Latency 38.50
PC 3 Test 2 : Down 37.98, Up 9.67, Latency 64.50
I then re-set the router and did a wired connection via the router. Results as follows:
PC 1 Test 1 : Down 40.05, Up 14.83, Latency 24.50
PC 1 Test 2 : Down 39.60, Up 9.43, Latency 19.25
PC 2 Test 1 : Down 42.17, Up 13.38, Latency 39.13
PC 2 Test 2 : Down 41.14, Up 13.38, Latency 26.75
PC 3 Test 1 : Down 30.27, Up 10.13, Latency 28.88
PC 3 Test 2 : Down 33.14, Up 5.83, Latency 22.25
So re-setting everything helped but I should be getting 78-80 Mbps down and 20 Mbps up, and the latency is terrible. I also shouldn't have to keep re-setting.
Speeds are about the same today.
Any ideas?

Thanks for the detailed information posted, we've had to escalate this to our suppliers' diagnostics team fur further investigation. We're now awaiting their response.
