Slow Download while uploading

I very rarely upload files so haven't really met this before.
I am uploading a file at around 45KBps and I have found that the download speeds are diabolically skow, even for web browsing.
This is the second time I've uploaded the same file and download speeds rose back to usual levels in between uploads.
This is not what I expected - is it normal?

No, it's not normal.
Is there a local bottleneck in your PC - e.g. slow processor, lack of memory or a poor wireless connection?

I have an Athlon 64x2 6400+ CPU with 3GB RAm and over 300GB free hard drive space with 60GB on the System drive.
I don't have wireless connection.
Any other ideas as to why this may be?

That's 360kbps which would nearly max out the upload on an IPStream Max line. TBH, I would expect downloads to suffer if you're maxing the upload as your machine still needs to send ack packets etc. when viewing web pages.

Am I just lucky to get that sort of upload speed?
An 80MB file took around 30 mins to upload so that's seems about right to me.
I dodn't have any control of the upload speed. Can it be limited temporarily if I want to upload yet still maintain decent web browsing?

Yeah. Stop the upload and start it again when you aren't browsing.
