Slow Download Speed

Hi, my IP profile is currently at 5000 Kbps.  However my download speed is struggling to get above 3000Kbps.  Has anyone any idea why this would be?
Download speedachieved during the test was - 3000 Kbps
For your connection, the acceptable range of speeds is 600-7150 Kbps.
Additional Information:
Your DSL Connection Rate :5920 Kbps(DOWN-STREAM), 448 Kbps(UP-STREAM)

Thanks Tony, I tested with my broadbandspeed as well and got the same results.  It's risen slightly today but still not great.

Are you connected to the router wired or wireless?

Its plusnet - there are lots of us suffering the same fault, yet PN seem insistent on trying to point the finger anywhere but at their own network.  Try a speed test at off peak times - bet you its better.
Of course it will then be BT's fault - even if your exchange is green.  Theres not even the slightest possibility its PN's fault... never.
