I think the huge increases in ping times while downloading could be due to Plusnet's copy of your IP profile being higher than it should be. It should be equal to the BT IP profile (maybe rounded down slightly).

10am too11am and 1pm too 6pm, where you downloading anything, e.g. trying a MMO game, running a peer to peer application? As that is what it looks like if using something that uses your complete connection speed, both up and down.

The profile on our side is set correctly, so that's not the cause.
Are you also uploading at the same time? If so, try limiting the uploading to around half of the maximum and see how that looks.

If you are satisfied with the speed and quality of the downloads then ignore the graph. The chances are that your router was too busy to respond to the pings rather than there was any fault with the connection. Alternately try with a better quality router.
