You've had a long history of reporting slow performance -see http://community.plus.net/forum/index.php/topic,123239.msg1070263.html#msg1070263 - what was the conclusion of that event? I recall that somewhere in that thread it was stated that you were being switched to 21CN, however the stats reported there (17.5Mbps) indicate you were already on 21CN.
Have you done a quiet line test? Have you been through the fault elimination process? Have you had a BTOR visit?
In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

Will just have to keep an eye on things, but wouldn't be surprised if there is congestion at our exchange as there have been a lot of new cabinets being installed in the area. I cannot even have fibre at the moment as my line goes direct to the exchange.

I'd suggest installing NetWorX to monitor the traffic from each PC.
