Seagry Exchange Congestion

Is anyone else on the Seagry exchange suffering congestion?
I joined Plusnet two weeks ago and its been a nightmare ever since! I can barely browse the net between 4-8 and between 8-12 its unusable. During the day its slightly better, I  managed to get Netflix streaming for an hour the other day.
I have checked the exchange status using the tools at: http://usertools.plus.net/exchange It takes around 2 minutes to load and has been red every night this week.
My BT Wholesale Broadband Performance Test results are:
Download Speed: 0.08
Upload Speed: 0.38
Ping Latency 68.50
The max my line speed can achieve is between 1.5mb - 3mb. Obviously this isnt fast at all by todays standards but it would be more than sufficient to browse the net if these speeds could ever be achieved.
I have tried calling Plusnet twice this week but my 30 minute lunch break  isn't long enough to sit on hold waiting for an answer!

Can anything be done?!

Welcome to our community forums, I hope we can get this sorted for you.
I've taken a look at the current state of any congestion at your exchange you're connected to, currently there are capacity issues. At the minute we haven't been provided with a fix date for this, I'll make some enquires to see if we can get a date for you, in the meantime it may be a case that you do experience slowdowns unfortunately.

Is this a new ADSL connection or did you migrate from another ISP to PlusNet? Who was your old ISP and did you have the same speed problems with that ISP?
Seagry, Sutton Benger and Christian Malford postcodes should be getting FTTC before the end of this year if you trust what Wilts Council tell you.

I've raised this with our faults team and we're going to look at getting you moved to onto a different virtual path, this won't be done before next week. I've popped a ticket on your account so this can be tracked for you.

Where did you get that from? http://www.wiltshireonline.org/index.php/broadband-rollout suggests 2015/2016!

Thank you all for your replies and thank you Chris for getting a ticket raised. Hopefully getting switched to new equipment will solve the problem.
I would love to see fiber before the end of the year but as jelv said I was under the impression it was pushed back until 2016!
