Is it possible to set up a router using an iPad?

In what way
If you can get a connection to the router you should be able to change things via the standard web interface

Do I need a computer to set up new router or can I set it up using an iPad?

As I said - you need to get the iPad to see the router
If all you have is wifi and the router isn't set to accept new connections then you are stuffed unless you add an ethernet connection to the iPad
If the router is set to accept new connections and you have the wireless password then you can do it

You don't NEED to do any setup if it's a Plusnet supplied router. Just Plug it into the line and it will self configure In a few minutes. The WiFi password is supplied on a card and as long as you are happy with the default settings then you're good to go...
