Starting just before 7pm. ping times to 8.8.8.8 went from 10s of ms to between 2 and 5000.
Short bursts of improvement spotted, but pretty soon back to the long ping times.
plus.net fares no better:

Was ok for me last night, but as we can be on different gateways etc that doesn't help much! 😉
Do you have nay other diagnostics, traceroutes etc as that helps find the problems better.
ping to 8.8.8.8 is a really bad thing as google rate limit responses and so can be a really inaccurate test, slow responses do not mean a problem, google have stated they do dns not icmp servers in the past.
No idea if plus.net is limited, but 3-4 seconds seems like something is very off on your connection, if everyone was having that kind of latency the forums would be red hot so good to understand what caused your specific problem.
(connected via wifi/Ethernet, pc / ipad? other things going on on the line at the same time etc?)

That google ping example was a bit misleading with respect to history - as the family have been complaining about poor speeds at various times (especially Sundays) I've a job going that logs a ping to google every 30s and apart from a couple of blips it's been consistently low for weeks then suddenly shot up to >4s last night.
PC connected via Ethernet and BTW speed test gave something like 0.14M up and down (normally get about 2-3M )
Wireless users had given up,. I was trying to stream BBC, but stopped that and the slow pings continued for a while then recovered. Started streaming again and ping times went back up. Stopped attempting to stream and times didn't go back down so may have been coincidental.
Left overnight and no real change: no streaming but ordinary browsing very slow, taking minutes to render a google map to check traffic.
Did a power cycle on the router (582) and left for work - will find out later from family if any improvement.
Running Ubuntu - any suggestions for diagnostics if it's still slow when I get home?

Are you running those pings over a wired or wireless connection?
What probably worries me more is the 27% packet loss reported in your first post.
Having said that, Google is an ill-advised destination to ping because they've been known to rate limit ICMP probes in the past. Probably better to run your tests to somewhere like pingbox1.thinkbroadband.com.
In case it's of interest/sheds any light on anything, you're circuit's seen a few PPP disconnects/reconnects of late (possibly you powercycling the router?)

Point taken about google, though it's never showed any issues for the short bursts I've used. Connection is wired - straight into the router. All working fine now - don't know whether that's down to the power cycle or not. The 9:04 re-start this morning was me, but I don't know why it took so long to establish connection, nor why it then restarted again - I was out of the house by then.
The ones between 5 and 7 am on the 7th are definitely not manually induced - no-one awake.
The 17:41 restart on the 7th seems to have been the one with problems.I have syslog turned on - attached file has the recent router entries, and I can unpack back a few more days if required. the log has the connection as:
