Browsing through treacle again

Not sure whether I should add this here or start a new thread but perhaps the mods could move it if necessary.
Over the last few nights I have also had terrible speeds during peak-time, even just browsing pages taking ages to load, if at all. It seems to start around 4pm and clear around midnight. I am on Unlimited and 21CN.
Running speedtest.net I just got 0.50Mbps up and 0.12Mbps down with a ping of 35.
While I understand that certain protocols are restricted I should be getting full speed on surfing, email, etc which I am not at present.
Any help appreciated.

mav extra capicty went live on 21cn we now have thn-ag2 and pcl-ag04 twith 130mb on each to play with. its sorted the midnight latency out for me being on pcl-ag04 why its currently under used any way.
during peak time the packet drop graph shows no drops on 21cn so i cant see why you would see poor thoughput on speed tests
