While I understand the need for this during peak hours, I've been experiencing throttling not only during off-peak, but even before midday (my off-peak time ends at 4.00pm).
As I write this my download starts off and climbs towards my line speed (which is around 750kbps) and then quickly slides back ending up around 300-400 kbps. I am using a download manager but it is off-peak and before midday. I should expect to see line speed without a problem, as I used to not a few weeks ago. Why is this happening?
The problem is to do with using a DM as I'm achieving faster speeds without it. But I've never had a problem using it before.
