Poor Quality Line, High Noise, Low Speed

When I first joined Plus.net a couple of years ago, I got a rocks solid 4mbps (occasionally higher), but as soon as my year was up  I started having dropouts low sync speeds low IP profile, high levels of noise and various other stuff that can contribute to intermittent connection problems and lower than normal speeds.
I now regularly experience speeds of just over 2mbps consistently, and less during busy periods
Obviously this is far from ideal and for the amount plus.net is costing me (over £20/m for broadband alone) because I'm not in plus.nets 'coverage' area I just don't feel I'm getting the value out of the great service offered.
My latest speedtester results are:
Download speedachieved during the test was - 1778 Kbps
For your connection, the acceptable range of speeds is 600-7150 Kbps.

I've re-downloaded routerstats and that has me at 13db
And this is at 2 in the morning on the very same line that used to consistently provide me with 4mbps during peak hours
Is there anything anyone can do, because I don't feel I can go on downloading at speeds of less than 2meg?
I also note my IP Profile is 2500, which was 4500 for my whole first year with you
